[Archon-L] Public enabled

I wanted to follow up on this for our issue with the disabled
collections. This is a default installation for the front-end with no
coding changes. The only changes that have been made to this have been
on the backend with bulk inserting about 7,000 records directly into the
collection tables (tblcol_collections). I did have to make a slight
adjustment to that table's DDL to expand the varchar length of the
FindingAidAuthor's tuple to 200.
